Herb Blank and his wife Lee Ann Ross retired to Bend after a career in the Foreign Service which included assignments in Yemen, Sri Lanka, Kenya and Indonesia.  Herb is a Civil Engineer with a PhD specialization in water resources.  He has worked on water resource issues in the Middle East, Africa and Asia.  Since retiring, he has been on the board of Central Oregon Flyfishers and the Upper Deschutes Watershed Council which has been extensively involved in preparing for the reintroduction of anadromous fish Whychus Creek and the Metolius River.  He has written numerous papers with local colleagues on water issues in the Deschutes Basin.
